FED: Govt moves to make DMO more 'business-like': Combet

CANBERRA, Feb 17 AAP - The federal government will appoint a commercial director to
the organisation that purchases the nation's military hardware.
The government wants the Defence Materiel Organisation (DMO) to be run more like a
business and less like a bureaucracy.
Parliamentary secretary for defence procurement, Greg Combet, made the announcement
in Canberra during the 6th annual Australian Defence Magazine conference.
The move follows the release of the Mortimer review into the DMO last September, which
recommended the organisation be run more like a private business with a commercial director
to "manage strategic commercial issues and acquisition strategy".
"The DMO is one of the most significant contracting organisations in this country,
and it must, given its command of such a significant amount of taxpayers' money, function
in a manner more consistent with modern financial and commercial discipline," Mr Combet
said on Tuesday.
"There's no ifs or buts about it."
Some 80 per cent of Australia's war fighting equipment will need to be replaced over
the next decade, at a cost of around $110 billion.
Mr Combet told industry heads attending the conference there wouldn't be a shortage
of work over the next 10 years.
"You should be salivating," he joked.
The government's draft response to the Mortimer review will be released publicly in
late March or early April, Mr Combet said.
He also said concerns raised by industry about projects being delayed while the government's
defence white paper was completed were unfounded.
The DMO had investigated the matter, Mr Combet said.
"As I suspected only a very small number of projects - three first-pass approvals and
one second-pass decision - have in fact been delayed due to white paper considerations.
"It is not a significant impact."
The parliamentary secretary also revealed a unit established within the DMO to investigate
certain projects would become a permanent fixture of the organisation.
"It's given government a far greater capacity to ensure that with some of these difficult
projects there's a greater potential for oversight of the executive of government," Mr
Combet said.
And as for the most concerning of those projects - the $3.45 billion Wedgetail project
- the government stressed recent media reports were "incorrect".
The RAAF's new early-warning aircraft is behind schedule and further delays are expected.
"(But) Boeing has not sought, nor the commonwealth agreed to, any change in the contracts
terms in advance of the operational evaluation program and independent review," Mr Combet
said.

There is no evidence of a hunger strike by Palestinian security prisoners at any of the country's prisons, a Prisons Service spokeswoman told The Jerusalem Post on Monday.
The comments came after several reports appeared on Sunday claiming that a Hamas body responsible for prisoners had coordinated a hunger strike in response to steps by Prime Minister Binyamin Netanyahu to limit certain conditions for the prisoners, such as high-speed Internet access, frequent family visits, and courses resulting in MA and PhD degrees.
Netanyahu announced the steps after Hamas refused a Red Cross request for a sign of life from abducted soldier Gilad Schalit or access to him.
"There have been no reports of a hunger strike or a return of meals," the Prisons Service spokeswoman said.
Public Security Minister Yitzhak Aharonovitch said he was not concerned by the threat of a hunger strike, Israel Radio reported.
"They can strike as much as they like," he was quoted as saying.

MELBOURNE, Dec 6 AAP - Victoria's Supreme Court complex is a 19th-century relic struggling
to cope with the demands of a 21st-century legal system, says a leading judge.
Chief Justice of the Supreme Court Marilyn Warren says the court is bursting at the
seams and there is an urgent need for a new building.
Writing in the annual report of the Supreme Court, Chief Justice Warren said planning
for a new building must start before the shortcomings of the existing building seriously
interfere with the delivery of justice.
"Judges now travel like itinerant workers from building to building," she said.
"The public coming to court find the environment intimidating and confusing.
"The profession find it awkward and inefficient - at some point soon the need will
have to be met."
The annual report goes on to say that the building is challenged to provide appropriate
courtrooms for major class actions or, in criminal trials, to separate families and friends
of victims from the accused.
In the past 12 months, 15 Supreme Court cases have had to be heard in the County Court building.
In 2011 the Supreme Court launched a Courthouse Design Project for architecture students
at Melbourne University.
The students were asked to develop a design that encapsulated the essence of justice
and had adequate facilities for a modern judiciary.

SYDNEY, April 2 AAP - A petition containing 25,000 signatures has been presented to
Senator Eric Abetz during a large anti-climate tax rally in Sydney's Hyde Park.
Thousands of people turned up for the event on Saturday morning, many waving derogatory
banners and placards aimed at Prime Minister Julia Gillard and Greens leader Bob Brown.
A short distance away in Belmore Park, thousands more people gathered to call for action
on climate change: including putting a price on pollution and investing in renewable energy.
The Hyde Park demonstration mirrored in size and tone a rally held in Canberra recently.
Organisers were hoping for 5000 people to turn up to Saturday's event although it remains
unclear what the exact head count was.
Prior to receiving the petition Senator Abetz, the Opposition Leader in the Senate,
urged country independent MPs sitting in the federal parliament to change their support
for the tax.
"What I say to Labor and the Greens and indeed the country independents, is there has
been a huge political climate change - human induced - in Australia as a result of this
carbon tax," he told the crowd.
"What I invoke, especially the country independents to consider is a change of heart
and a change of government."
Senator Abetz said the planned tax would make no difference to the climate.
He promised the crowd he would table the petition in Canberra.
Earlier protesters chanted "liar, liar, liar" in reference to Ms Gillard's statement
before last year's federal election that she would not implement a carbon tax.
They were whipped up by singer Angry Anderson, who took the stage as master of ceremonies.
One protester carried a large blow-up model of Ms Gillard with a long nose at the rally.
It was a familiar theme, with other banners reading: "Juliar - No carbon tax".
At the Belmore Park event organised by GetUp, the social action group's national director
Simon Sheikh encouraged protesters by saying "we are closer than ever to the future that
we demand".
"We are the last line of defence for Mother Nature," he said.
Despite leaked government papers revealing a carbon tax could set households back over
$800 the message from protesters was that it's money worth spending to secure the future
for upcoming generations.
Many signs read "Carbon price, our kids are worth it".
"We must achieve a price on pollution and substantially invest in renewable energy,"
Mr Sheikh said.
The Hyde Park rally left him unperturbed. "I literally can't see the back of this crowd,"
he shouted from the stage.
"Eight thousand people can fit into this park and it is absolutely full."

MELBOURNE, Dec 12 AAP - Home owners will be able to switch mortgages without paying
exit fees under a new federal government plan to give customers a better deal from Australia's
banking system.
Treasurer Wayne Swan will announce a reform package on Sunday to ban exit fees from
mid-2011 and support smaller lenders to bolster competition in the sector, Fairfax newspapers
say.
"Competition is the best way to keep interest rates lower over time, and helping Australians
walk down the road and get a better deal if their existing lender isn't looking after
them is crucial to that," Mr Swan said.
The government will also launch a deposit-protection symbol to assure customers their
money is as secure with smaller credit unions and building societies as it is with the
"big four" banks.
And consumer watchdog the Australian Competition and Consumer Commission will be given
greater powers to patrol the practice of price signalling, in which banks announce intentions
to raise interest rates.
Australian Bankers Association chief executive Steven Munchenberg said mortgage fees
reflect costs and will hurt small lenders the most.
"It is much harder for smaller lenders to distribute costs across their business, unlike
the major banks," he said.
The reforms are due to begin on July 1, 2011.

FED:House prices rise 18 per cent annually
CANBERRA, Aug 4 AAP - House prices in Australia's capital cities grew at a solid pace
of more than 18 per cent in the year to June, new data released on Wednesday shows.
Australian also posted its largest-ever monthly trade surplus in June, breaching the
$3 billion-mark for the first as exports surged by a further seven per cent.
The Australian Bureau of Statistics house price index rose 3.1 per cent in the three
months to June, much in line with economists' expectations.
This took the annual rate to 18.4 per cent, only slightly below the 19.7 per cent recorded
in the year to March.
Prices rose in all capital cities during the quarter, led by a 4.9 per cent increase
Sydney and a 3.6 per cent rise in Melbourne.
The bureau also said the monthly trade balance of goods and services ballooned to a
seasonally-adjusted $3.54 billion surplus in June, almost doubling from the revised $1.81
billion posted in May.
The boost to exports came from 13 per cent increase in non-rural goods and a six per
cent rise in rural goods.
Imports were flat in June.

A leading law group warns capsicum spray can be lethal and escalate a volatile situation
.. as investigations continue into the death of a 29 year-old man in police custody overnight.
The man was found dead in the back of a police van at Dandenong police station .. in
Melbourne's south .. after he'd been arrested and sprayed with the chemical device following
a stabbing in Nobel Park.
An autopsy is today being carried out on the man .. who's name is yet to be released.
HUGH DE KRETSER from the Federation of Community Legal Centres says using the spray
can be useless against someone who is in a highly-aggressive or agitated state.
He says instead of diffusing the situation the spray then escalates the incident into
a conflict and can lead to a higher risk of death.

CANBERRA, Aug 12 AAP - Home owners may get a better idea of the odds of an increase
in mortgage rates this year when Reserve Bank of Australia (RBA) officials are grilled
by federal pollies on Friday.
Sydney's oldest sports club, Tattersalls, will host the six-monthly hearing of RBA
chief Glenn Stevens and his team before the House of Representatives Economics Committee.
But there will be nothing sporting about three hours of intense questioning from both
sides of parliament.
Financial markets have already read the latest form guide - the RBA's quarterly monetary
policy statement released last week - and are betting on at least a 25-basis-point increase
in the official cash rate before the end of the year.
Market economists believe the central bank will take a more sedate approach.
Nomura Australia chief economist Stephen Roberts expects parliamentarians will try
to pin Mr Stevens down on when rates will likely rise given the recent change in its policy
stance.
"My guess is that he will be very cagey in answering that question and will want to
leave a fair bit of flexibility," Mr Roberts told AAP.
He expects the RBA will keep the cash rate on hold until early 2010.
"That's simply because you did have 110,000-odd people who took up the (increased)
first home buyer grant. They've got whopping mortgages and are going to be highly vulnerable,"
he said.
Recent central bank commentary has dropped the prospect of a further reduction in the
cash rate, which stands at 49-year low of 3.0 per cent.
This followed a hefty 425 basis points worth of reductions between September last year
and April to fend off the impact of steep global downturn.
"The recent stronger-than-expected economic data and general improvement in sentiment
both in Australia and abroad have reduced the likelihood that a further reduction will
be required," the central bank said in its quarterly statement.
Still, whatever timetable the central bank has in mind for raising rates, that won't
necessarily stop the commercial banks from independently lifting their lending rates because
of their own high funding costs.
Fixed mortgage rates for new home buyers have already increased in line with wholesale
market rates, while the major banks are warning that variable rates will follow suit.
Commonwealth Bank of Australia boss Ralph Norris said on Wednesday the country's biggest
home loan lender will adjust mortgage rates as necessary, based on its funding costs.
"We've got to act on a commercial basis and certainly what is right for the business,
and if we need to reprice, we will reprice," Mr Norris told analysts.
Previously, the banks have copped flack from the government for raising rates out of
sync with the RBA.
But Mr Roberts didn't think the RBA would be unduly concerned if the banks lifted
their variable rates independently.
Federal Treasurer Wayne Swan has conceded that official interest rates would inevitably
rise from their historically low levels, as indicated by the central bank.
But while the recent run of economic data has been unexpectedly upbeat, the government
has stuck with the line that the economy "is not out of the woods" and that Australia
will still face rising unemployment even when the recovery proves to be more sustainable.
While the RBA upgraded its growth forecasts last week, it also expects domestic demand
will weaken in the second half of this year as the boost from the government's stimulative
cash handouts to households fades.

BRISBANE, April 2 AAP - Heavy rain and strong winds lashing the southeast Queensland
coast, causing flash floods and bringing down power lines, are expected to shift to the
central Queensland coast on Friday.
Bureau of Meteorology (BOM) forecaster Tony Auden said a trough that was generating
winds of just under 90km/h was moving north.
Sunshine Coast houses and businesses on Thursday afternoon suffered flash floods after
receiving rainfall of more than 100mm in six hours.
All Gold Coast beaches and eight on the Sunshine Coast were closed due to dangerous
surf, after the swell peaked at 10 metres on the Gold Coast, according to Volunteer Marine
Rescue at Point Danger.
Sunshine Coast Regional Council chief lifeguard Heath Collie said the beach closures
would be reassessed on Friday morning.
Tom Wegener, who crafts wooden surfboards at Cooroy near Noosa, says his shaping shed
is under water.
He joked he had plenty of boards on hand if he needed to paddle around the place.
"The rain gauge has overflowed, so I don't know exactly how much we've had," he said.
"Our place is right behind Mt Cooroy, and the weather came over the mountain and just
dumped on us.
"I don't think it would be possible for it to rain any harder."
Mr Auden said southeast Queensland would continue to receive light to moderate showers
during the next four days as the trough shifts to towns between Bundaberg and Gladstone.
More than 5,000 homes lost power on Thursday, and Energex spokesman Danny Donald said
while electricity had been restored to most areas, the worst was still to come.
"We expect there will be power outages throughout the day," Mr Donald said.
SES workers have been busy sandbagging and repairing leaky roofs of nearly 100 houses
across the southeast.
The call-outs were mostly between Caboolture and Bundaberg.

Phuket.

Salvation Army Major RODNEY AINSWORTH presented the address to about 20-thousand people
in front of the Australian War Memorial.

A senior public servant says the government isn't going to censor scientific comment
.. despite an order for research agencies to submit their media statements for screening
before they're released.
MARK PATERSON .. the secretary of the Department of Innovation .. Industry .. Science
and Research issued the directive to the CSIRO .. Australian Research Council and cooperative
research centres.
But he says it was the agencies themselves that asked for guidance on how to deal with
media releases .. and there's no suggestion any scientific research will be vetted.
Mr PATERSON says the directive is not about censoring independent academic observation
or comment .. simply ensuring a degree of consistency on key messages.
And he says it's no different from what happened in the early days of the Howard government.

Vic: Two die in head-on crash
MELBOURNE, Feb 16 AAP - Two men died and another has been critically injured in a head-on
collision in Melbourne's south-west overnight.
Police said the accident happened on the Maltby Bypass near Werribee when a car on
the wrong side of the road collided with a Melbourne-bound vehicle about 2.45am (AEDT).
The driver and passenger in the car headed for Melbourne died.
The 19-year-old male driver of the other car was airlifted to the Royal Melbourne Hospital
with critical head, chest and abdominal injuries.
Metropolitan Ambulance Service paramedic Alan Eade all three were trapped in the managled
wreckage.
"The first ambulance arrived to find two vehicles in city-bound lanes which had struck
each other with some astounding force," he said.
"They basically morphed together because the two struck with such incredible force."
The driver of the Melbourne-bound car was dead when paramedics arrived, Mr Eade said,
and CFA crews freed the driver of the other vehicle, who was taken by air ambulance to
hospital.
Mr Eade said emergency workers were astonished at the force of the collision.
"I thought we'd seen the end to this sort of road trauma," he said.
"Especially with all the work they've done around the Maltby bypass area to improve safety."
Mr Eade said it would take some time for crews to clear the wreckage.
"It'll take fire fighters some time to deal with that mess," he said.
VicRoads has advised that all inbound lanes of the Princes Freeway near Duncans Road are closed.
Motorists are being diverted through Werribee and advised to expect delays.
Police estimate the roads will reopen around 9am (AEDT).
Police are calling for anyone who saw the accident or a car travelling on the wrong
side of the road to contact them.
Victoria's road toll now stands at 36, the same as at this time last year.

SYDNEY, Aug 30 AAP - Opposition foreign affairs spokesman Kevin Rudd says documents
indicating the federal government was warned of AWB's involvement in the oil-for-food
scandal prove a "cover up of the worst order".
News Ltd newspapers today said the Cole inquiry has been given nine pages of handwritten
notes by a senior foreign affairs official that prove the Howard government was warned
of the scandal two years ago.
However, AAP has confirmed the documents are old and were tendered to the inquiry on April 27.
The notes, by veteran Australian diplomat John Quinn, mention such terms as "AWB Ltd",
"service fees", "10 per cent" and "exposure" in the context of the impending investigation
into kickbacks to Saddam Hussein's regime.
Speaking in Sydney today, Mr Rudd said the documents prove Foreign Affairs Minister
Alexander Downer misled a US inquiry into the oil-for-food scandal.
"In July 2004 Mr Downer, his department, is told directly by Australian government
officials that the AWB is into this up to its eyeballs, and three months later Mr Downer
swears on the bible to the Americans that there's not a problem," Mr Rudd told reporters.
"Why did Mr Downer do that?"
"This is a cover up of the worst order, and he wanted just to save his political hide,
and Mr Howard's political hide, going into the federal election."
Mr Rudd said the documents, no matter how old, prove the federal government knew about
AWB's involvement in the oil-for-food scandal.
"The bottom line is that the black and white writing, the notes taken by Mr Quinn,
head of the Iraq taskforce ... are there now plain as day for everyone to see," he said.

Tas:Fishermen drown after freak wave hits their boat
MELBOURNE, April 23 AAP - Three men drowned after their fishing boat was hit by a freak
wave and sank off Tasmania's south-east coast.
Tasmania Police said five people were on board a vessel when it went down off Eaglehawk
Neck on the Tasman Peninsula just after 1pm (AEST) today.
It is believed the men were fishing east of Cape Pillar when a large wave broke over
the stern of the boat, partially sinking it.
A police spokeswoman said all the occupants clung to the boat until it sank.
Emergency services, when called just after 1pm (AEST), were told the five were in the
water and another boat was going to their rescue.
"It is believed the vessel picked up all five people and took them to Pirates Bay,"
police spokeswoman Jodi De Cesare said.
It was unclear whether the three were dead by the time the vessel plucked them from the water.
Police used a rescue helicopter to take the two survivors to Royal Hobart Hospital
where they have been treated for minor injuries.
"The three deceased people are believed to have been in the water for some time," Ms
De Cesare said.

Tony Devlin from the Salvation Army's Moneycare program said financial counselling
services across Australia saw thousands of people every year who were struggling because
of debt.
Christmas was particularly difficult because of the pressure to buy and many people
were tempted to turn to credit cards, he said.
"Once you get into that debt spiral it's really hard to get out of it," he told reporters
at Sydney's busy Pitt Street Mall today.
"It might just be a $200 credit card bill or $500 or $1,000 or whatever, but once those
extra fees and charges come in, (and) once you can't pay that you can really get into
that debt spiral.
"In NSW in particular the ramifications of that can be fairly draconian.
"It's not an over-exaggeration to say that down the track people can be facing bankruptcy
... (and) all sorts of debt recovery action."
The Salvos were urging people to stick to a budget over Christmas, Mr Devlin said.
"We're saying be careful. Plan ahead as much as you can," he said.
"You can be a good parent, a good brother or sister, without buying those really lavish
and expensive gifts."
Fair Trading Minister Reba Meagher said Christmas spending this year had topped $8
billion in the first two weeks of December nationwide.
The figure was expected to rise to $22 billion by Christmas, up nearly 30 per cent
on figures from five years ago, she said.
And because of Australia's love affair with credit, the average credit card debt was $2,500.
"If people only pay the minimum repayment, a debt of this size would take nearly 16
years to pay off," Ms Meagher told reporters.
"Credit cards are a trap. If people do need credit they should be looking around for
cheaper forms, and perhaps looking at the options of personal loans.
"Don't buy Christmas presents that you're still paying for at Easter. Avoid the January
credit hangover."
Credit cards should be seen as a last resort, not a first option, she said.

Recoton Corporation Announces Profitable Third Quarter Results.

Recoton Corporation (Nasdaq National Market:RCOT), a leading global consumer electronics company, today announced financial results for the third quarter ended September 30, 2001 (see attached tables).
The Company reported net income of $359,000, or $.03 per share, a more than $2,000,000 improvement from the prior year period, despite a 13.2% drop in sales from the third quarter of 2000 due to a weaker economy and the tragic events of September 11th. Management also highlighted improved overall gross profit margins, reduced operating expenses and a $3,434,000 decrease in interest expense from the same period last year.
Robert L. Borchardt, Chairman, President and Chief Executive Officer of Recoton, stated, "Our return to profitability in the third quarter of 2001 highlights both the tremendous strides that Recoton has made in refining its operations and the benefits (realized and expected) of the new digital product cycle. The sluggish retail environment and the economic impact of the tragic events of September 11th clearly had an effect on our results for the third quarter. Recoton's car and home audio segment produced EBIT of $4,500,000 in the third quarter of 2001 on gross profit margins of 35.8%, compared to EBIT of $4,000,000 on gross profit margins of 33.4% for the same period last year. This is noteworthy when considering that sales of Recoton's car and home audio products decreased during the third quarter by more than 10%. Profitability at this segment improved as new products achieved greater market penetration and consumer acceptance.
Mr. Borchardt continued, "The anticipated improvement at our audio segment is progressing on plan. The extension of digital products such as DVD players, display monitors, video game systems and Internet/satellite access from the living room into the automobile is developing into an important market for Recoton. In addition to providing our 900 MHz wireless stereo headphones for use with car entertainment systems, we anticipate being one of the first companies to provide car radio products, under the Jensen(R) brand, for the launch of the Sirius Satellite Radio(R) (Nasdaq: SIRI) 100 channel subscription service expected in 2002."
An improved product mix resulted in gross profit margin improvement of 2.6% at Recoton's consumer electronics accessories segment, notwithstanding a 10.3% drop in sales due primarily to lower OEM sales. In the third quarter of 2001, this segment produced EBIT of $4,900,000 on gross profit margins of 44.7% versus EBIT of $5,300,000 on gross profit margins of 42.1% for the same period last year. Sales in this segment decreased to $49,700,000 versus $55,400,000 for the same period last year.
Mr. Borchardt stated, "Accessories continue to be one of Recoton's most stable and profitable business segments. Sales at Recoton's video game segment decreased to $34,700,0000 during the third quarter of 2001 from $43,800,000 for the same period last year. This segment produced an EBIT loss of $1,900,000 on gross profit margins of 33.3% versus an EBIT loss of $1,700,000 on gross profit margins of 35.8% for the same period last year. Lower gross profit margins were primarily attributable to the pricing pressures on products compatible with legacy video game platforms. Despite the slightly larger EBIT loss, Recoton's success in reducing operating expenses helped to minimize the impact of lower sales and margins at this segment. Recoton is committed to maintaining this expense profile as it continues shipping full lines of products that are compatible with Microsoft's (Nasdaq: MSFT) new Xbox(TM) and Nintendo's(R) new Game Cube(R) video gaming platforms, both of which are scheduled to debut in mid-November."

Net sales for the 2001 third quarter totaled $136,711,000 versus $157,582,000 for the same period last year. Net sales for the nine months ended September 30, 2001 were $407,408,000 as compared to $439,723,000 for the comparable period of 2000.
Operating income for the 2001 third quarter was $7,531,000 versus operating income of $7,615,000 for the same period one year ago. Operating income for the nine months ended September 30, 2001 was $15,051,000 as compared to $18,032,000 for the same period last year. Net income for the third quarter of 2001 was $359,000, or $.03 per share, versus a net loss of $1,929,000, or $.16 per share, for the third quarter of 2000. The net loss for the 2001 nine-month period narrowed to $5,194,000, or $.44 per share, versus a net loss of $7,346,000, or $.63 per share, for the same period last year.

Palm and IBM Join Forces to Deliver Mobile E-Business Solutions.

Palm, Inc. (Nasdaq: PALM) and IBM (NYSE: IBM) today announced an agreement to collaborate on providing mobile e-business solutions to customers of both companies worldwide.
As part of the agreement, IBM Global Services will create a consulting and systems integration competency to focus on developing and deploying business applications for Palm OS(R) platform devices, such as the IBM Workpad, and related Palm-based data services, such as the Palm.Net(R) wireless service.
The technology to deliver these solutions is based on IBM's just-released WebSphere Everyplace Suite, which allows mobile devices to connect to the web. Industry Uniting Around Intel Server Architecture; Platform Initiatives Complement Strong Intel IA-32 and IA-64 Targeted
Processor Roadmap for 1999
Today the server industry is rallying around a number of platform initiatives for Intel Corporation's Intel Architecture (IA). These initiatives demonstrate the value of a unifying server architecture as enterprise solutions and the Internet undergo dramatic growth into the next century.
A unified Intel Architecture and related initiatives benefit the industry by minimizing design rework moving from one processor generation to the next, stabilizing interfaces for server designs on IA, and addressing challenging issues such as legacy system management.
John Miner, Intel vice president and general manager, Enterprise Server Group, outlined new industry goals and provided an update on initiatives begun last year, in his keynote at the Intel Developer Forum.
"We are focused on working with and empowering the industry to easily and efficiently develop solutions for IA-based servers," said Miner. "These collaborative efforts, combined with our strong processor roadmap for both IA-32 and IA-64 processors, will help achieve our goal of making Intel the unifying architecture today and into the next century."

Industry Rallies Around Developer Interface Guide for IA-64 Servers
Intel is working with leading server hardware vendors, OS vendors, and peripheral hardware manufacturers to create a common definition of compatibility between IA-64 server hardware and system level software such as operating systems, device drivers, and middleware. With a common set of building blocks and interfaces for IA-64 server hardware and software components available, IT managers will be able to benefit sooner from the advances of IA-64 processor-based solutions.
An industry group has been formed to produce the Developer's Interface Guide for IA-64 servers. Members of the working group include Adaptec, American Megatrends, Compaq, Hewlett-Packard, IBM, NEC, 3Com, Intel, Interphase, LSI Logic, Mylex, NCG, Oracle, Phoenix, Q Logic, SCO, Siemens and Sun Microsystems. The working group expects to have an initial version of the guide available for industry review late in the third quarter of this year. Products designed around the guidelines are expected beginning early in 2000.
UNIX on Intel Architecture Servers
The Project UDI industry group announced the final UDI specification will be available for public review in early March. The specification will help peripheral manufacturers to more easily create single device driver implementations for different versions of UNIX running on IA-based servers. Project UDI is an open industry forum whose contributors include Adaptec, Bit3, Digital, HP, IBM, Intel, Interphase, SCO and Sun Microsystems.
The expected result is reduced development costs for companies providing UNIX solutions for Intel-based servers and increased momentum for the overall growth of UNIX on Intel Architecture. In order to speed adoption of the UDI specification, Intel is developing a reference implementation that will be made freely available as source code through the Linux community approximately four weeks after public review of the UDI specification concludes in mid 1999. The Intel reference implementation includes UDI environmental services, SCSI mapper and meta language, and a SCSI driver for the Adaptec 2940 controller.
Next Generation I/O (NGIO)
The NGIO Industry Forum, which includes Dell, Hitachi, Intel, NEC, Siemens and Sun Microsystems has created a nonprofit organization to establish a broad, industry-led NGIO initiative. The Forum is also establishing additional working groups to further develop and complement the NGIO specification, and will host semiannual developer conferences in 1999, followed by members-only "plug-fests" in early 2000.
Membership to the NGIO Forum is open to the industry, and is based on the steering committee's founding principle that contributions to the core specifications should be licensed on a mutual royalty-free basis. NGIO provides for a direct, high-performance and expandable interface between main memory and the controller devices for I/O services such as network communication, storage and processing subsystems.

Common UNIX Interfaces
Intel and several leading UNIX operating system and device manufacturers have initiated efforts to reduce the time and resources required to get new UNIX on IA-server solutions to market. A formal announcement of members and delivery schedules is expected in the first half of this year.
Server Appliance Industry Group Formed
Intel and over 20 industry participants have formed the Server Appliance Industry Group to help drive the emerging server appliance market. Membership has grown from the inception of this group, which now includes: Acer Bull SA, Computer Associates International, Creative Design Solutions, Dell, Dialogic, Digex, Encanto Networks, FORE Systems, FreeGate, Hewlett-Packard, Network Engines, NEC Computer Systems Division, Nortel Networks Novell, Oracle, SCO and VA Research. The group's first project is producing a Server Appliance Developers Guide that will define common building blocks of network server appliances used by large corporations, Internet service providers (ISPs) and telecommunications companies. A formal announcement of deliverables and schedules is expected in the first half of this year.

Tiffany Reports Executive Shifts; Pat McGuiness Appointed Chief Financial Officer; Jim Fernandez Becomes Chief Operating Officer.
NEW YORK -- Tiffany & Co. (NYSE: TIF) today announced two changes in responsibilities among its executive officers, effective immediately.
Patrick F. McGuiness, 45, has been appointed senior vice president and chief financial officer. Mr. McGuiness joined Tiffany in 1990 and has held a variety of management positions within the finance and merchandising divisions. He was promoted to senior vice president - finance in 2007, responsible for Tiffany's worldwide financial functions. With this appointment, he will continue to be responsible for accounting, treasury, financial planning and financial services and will now also be responsible for the Company's investor relations program.
James N. Fernandez, 55, has been appointed to the newly-created role of chief operating officer. Saudi Telecom to deploy Alcatel solution.
Saudi Telecom Company (STC), the national telecommunications provider, said it has selected Motive, an Alcatel-Lucent company, to provide single control point to optimize delivery and performance of next generation networks across the Kingdom.
A leading provider of customer experience management solutions for fixed and mobile broadband services, Motive said its Network Analyzer - Fiber (NA-F) solution will help STC reduce the complexity and cost of delivering and managing new fiber services such as high-speed Internet and IPTV.
The solution also will help improve customer service while reducing customer support handling times and generate new revenue by simplifying processes needed to increase line speeds, said a STC statement.
Network Analyzer - Fiber provides STC with a comprehensive line testing and quality management tool that ensures its fiber lines meet quality and stability requirements for the successful deployment of advanced services.

Saks Incorporated Announces November Comparable Store Sales.
NEW YORK -- Retailer Saks Incorporated (NYSE: SKS) (the "Company") today announced that owned sales totaled $245.1 million for the four weeks ended November 28, 2009 compared to $327.3 million for the four weeks ended November 29, 2008, a 25.1% decrease. Comparable store sales decreased 26.1% for the month.
On a year-to-date basis, for the ten months ended November 28, 2009, owned sales totaled $2,039.4 million compared to $2,502.6 million for the ten months ended November 29, 2008, an 18.5% decrease. Comparable store sales decreased 19.5% for the ten-month period.
The Saks Fifth Avenue stores and Saks Direct experienced weakness across nearly all merchandise categories during the month. Saks OFF 5TH showed relative strength in November.
November's comparable store sales performance was consistent with management's previously announced expectation and reflected reduced year-over-year promotional and clearance activity and the shift of a designer clearance event into December this year from November last year. Management continues to estimate that comparable store sales will decline in the high-single digit range for the full fiscal fourth quarter.
Prior year numbers have been adjusted to remove the sales of the Company's discontinued Club Libby Lu operations.

An innovative video is circulating the Internet that intertwines Lance Fritz's game-winning, buzzer-beating 3-pointer in last weekend's sectional final with footage from the movie "Hoosiers."
For those in attendance Friday afternoon at the Kohl Center, there is no need to peruse YouTube. You saw a near-carbon copy of another thrilling comeback by Adams-Friendship.
Green Devils senior guard Ben Pease took a pass in the left corner from Tommie Gaston and took out Plymouth with a 3-pointer A-with 8 seconds left to give A-F an improbable 46-45 victory in a WIAA Division 2 state boys basketball semifinal "It's easily one of the best feelings in my life. Ever," said Pease, who had three other big moments Friday.
In the 35-34 sectional-final victory over Spooner, Gaston charged upcourt and found Fritz, who won the game with a 3-pointer from the right corner - the opposite side of Pease's winner.
"Let's face it, they made a play at the end," Plymouth coach Scott Richards said. "We knew what they were going to do and (Pease) hit a shot with a hand in his face."
After the shot, A-F (18-8) had to sweat out the final 6.2 seconds to make its first state final since 1999. Switching to a man-to-man defense for only the second or third time this season, the Green Devils' Mike Chetney got a body on Kevin Feick in the lane. Feick missed the shot, and Gaston tipped away the final rebound opportunity.
"I just couldn't just put it down," Feick said after taking an entry pass from Logan Dellger. "A shot everyone dreams about but everyone can't make it."
Poor play during long stretches of the second and third quarters made it appear A-F's dream had died. After the Green Devils took an 11-7 lead after the first quarter, Plymouth went on an 11-0 run. But A-F scored the final eight points of the half, capped by Pease's 55-foot heave at the buzzer.
"That was just a hoper," said Pease, who chucked it after checking the scoreboard clock.
Added Richards: "Must've been about 200 feet."
Despite the momentum, the Green Devils watched Plymouth (22-4) rattle off a 12-0 spurt early in the second half, grab a 12-point lead and take a 38-28 lead into the fourth.
The situation didn't immediately get better for A-F as Gaston missed a dunk and Bryce Wormet missed an uncontested layup off a steal. But the Panthers had missteps of their own. After making 14 of their first 16 free throws, they missed four straight. During the sequence, Pease had two steals, Fritz scored on a fast break and added three free throws after being fouled on a 3-pointer to cut the lead to 44-43 with 39.3 seconds left.
Dellger made one of two free throws with 20.3 seconds to play. After a timeout, Gaston brought the ball up, got a high screen from Wormet and penetrated to the left before finding Pease for the winner.
"I'm as puzzled as you guys are to how this happened," said A-F coach Steve Klaas, who aided the comeback by going to his trademark 1-3-1 trapping defense in the fourth quarter. "There's a feeling of exuberance but it's gone almost too far. I almost feel something unusual has happened."

DOT crews stay busy monitoring county roads.

Sep. 2--Numerous Onslow County roads were inundated with water Friday after Tropical Storm Ernesto dumped rain on the area. State Department of Transportation crews were out surveying the damage, which included flooded roads, washed-out bridges and fallen trees. Robert Vause, a district engineer with the DOT, said drivers should be wary of floods and should avoid driving through them. Most of the local damage was found in the western sections of the county, around Richlands and the Southwest area. The DOT listed 31 "weather events" that were impeding traffic on county roads. "There's numerous secondary roads throughout the county with standing water on them," Vause said. The biggest thoroughfare closed from flooding Friday afternoon was N.C. 24 near Richlands, where flooding closed both sides of the highway. Also closed was N.C. 111 in Back Swamp, where Cyprus Creek overflowed and washed over the bridge. The Back Swamp Volunteer Fire Department had a fire engine blocking the road and was diverting traffic away. Firefighters had to pull a woman from a minivan that became stuck in the Cyprus Creek rising waters, said firefighter Frankie Melton. Blue Creek Road was covered with running water that appeared to be rising Friday morning, as was Haws Run Road, where rising water covered that road and threatened houses on nearby Mill River Road. On Five Mile Road, near Albert Ellis Airport, a waterline busted when a bridge washed out. Onslow Water and Sewer Authority crews were on the scene. Susan Poole, an ONWASA spokeswoman, said that was the only water trouble in the county. "Our crews have been running into some roads that have been blocked, but as far as waterlines, that's it," she said.
Residents with Internet access can get real-time information on road closings by logging onto the DOT's Traveler Incident Management System at apps.dot.state.nc.us/TIMS/Default.aspx, then selecting "Southern Coastal" region and then clicking on Onslow County. Motorists already on the road can call 511 on their cell phones to get up-to-the minute road information. Vause said road status will constantly be updated on both the Internet and the phone system. SCO Judge Draws Groklaw Libel Case.
On Tuesday Jeff Merkey, Novell's erstwhile chief scientist, went ahead and filed that threatened pro se libel suit against open source leader Bruce Perens, Groklaw editor Pamela Jones, Groklaw, Slashdot and a motley cast of other characters in federal court in Utah and, by the luck of the draw, the case was assigned to Judge Dale Kimball, the judge hearing the SCO v IBM case that Groklaw has been following in its own peculiar way.
Merkey said the clerk of the court swore it was random selection.
Thanks to the Internet, the court apparently knew it was on its way.
We would take the assignment as judicial efficiency.
The suit is, um, very pro se indeed, but if it actually gets to trial, it promises to make the Michael Jackson trial look tame. Heck, for starters, Merkey's managed to work in Indians, Mormons, sexual harassment, peyote and terrorism.
Aside from libel and defamation, he's charging the defendants with violating his First, Fourth, Fifth and Fourteenth Amendment rights as well as tortious interference.
One nub of the suit says that Perens posted messages on LWN.net saying, "Merkey should be placed in a file of people to be killed" after Merkey offered to buy a fork of the Linux kernel for $50,000 for a project for the Cherokee Nation.
According to Merkey, Linus Torvalds' lieutenant Alan Cox, who works for Red Hat, suggested the buy-a-fork idea.
Anyway, Merkey attached a copy of the sealed settlement agreement between him and Novell that features in the suit and the agreement was accidentally scanned into the Pacer system where the Groklaw and SCOfacts.org mobs immediately fell on it and merrily posted it.
Judge Kimball then issued an order taking it off Pacer, but Merkey says Groklaw and SCOfacts transported it to a server in Czechoslovakia and continued to point to it. He reckons this is a slap in the fact to the judge's order and says he intends to ask the judge for a temporary restraining order stripping Groklaw and SCOfacts of their right to post any more court documents of any kind until his suit is settled.
Geez, this is better than daytime television. Heck, it appears it is daytime television. Merkey hung up the phone saying a camera crew was there to interview him.
